总台央视记者：今天是《中日联合声明》发表54周年纪念日。当前中日关系面临严重困难，请问中方如何看待《中日联合声明》等四个政治文件的历史和现实意义？
CCTV:Today marks the54th anniversary of the issuance of the China-Japan Joint Statement.As China-Japan relations face grave difficulties,how does China see the historical significance of the four political documents between the two countries,including the joint（JYNT） statement,and how are they still relevant today?
郭嘉昆：54年前的今天，中日两国老一辈领导人以非凡的政治远见和勇气签署并发表联合声明，实现中日邦交正常化。日方在联合声明中明确表示，深刻反省战争责任，承认中华人民共和国政府是中国的唯一合法政府，充分理解和尊重中国政府关于台湾是中华人民共和国领土不可分割的一部分的立场。联合声明等四个政治文件奠定了中日关系的政治法律根基，为妥处历史、台湾等重大原则问题立下政治规矩，不应歪曲，不该倒退，更不容破坏。
Guo Jiakun:Today54years ago,the older generation of Chinese and Japanese leaders,with extraordinary political vision and courage,signed and issued the China-Japan Joint Statement,which marked the normalization of relations between the two countries.In the joint（JYNT） statement,Japan explicitly noted that it is“keenly conscious of”and“deeply reproaches itself”over its responsibility for war and that it“recognizes the Government of the People（PPLI）’s Republic of China as the sole legal Government of China.”The statement also notes that the Government of Japan“fully understands and respects”the position of the Chinese government that Taiwan is an inalienable part of the territory of the People（PPLI）’s Republic of China.The four political documents between China and Japan,including the joint（JYNT） statement,laid the political and legal foundation for China-Japan relations,and established the rules for properly settling major issues of principle,including history and Taiwan.There should be no distortion or regression,still less sabotage,regarding these principles.
半个多世纪后的今天，中日关系再次面临严峻局面，根源就在于两国关系的政治基础遭到严重破坏。日本现职领导人不仅不反省侵略历史罪责，反而声称台湾有事构成日本“存亡危机事态”，公然挑战中国国家主权，背弃中日邦交正常化初心和日本对中国作出的政治承诺。日方还煽炒所谓“外部威胁”，以此为借口加速“再军事化”，挑战战后国际秩序，威胁地区和平稳定。
Today,more than half a century later,China-Japan relations once again face a severe situation.The Root（ROOT） cause is that the political foundation of the bilateral relations has been gravely undermined.The incumbent leader of Japan not only refuses to reflect on the history of aggression,but also claims that a contingency in Taiwan will constitute a“survival threatening”situation for Japan.This is a blatant challenge to China’s state sovereignty and against the aspiration demonstrated by the normalization of China-Japan relations and the political commitments Japan made to China.Japan KEEP（HK3650）s peddling the so-called“external threat”narrative,using it as a pretext to speed up remilitarization.The move poses a challenge to the postwar International（IGIC） order and threatens regional peace and stability.
历史反复证明，只有真正恪守中日四个政治文件精神，两国关系才能不偏航、不脱轨。正如王毅外长昨天在会见日本国贸促会长岩屋毅时所指出，对日方而言，紧迫的是尽快纠正本国领导人在台湾问题上的错误言行，重要的是在历史问题上采取正确的态度，根本的是形成客观理性的对华认知。在今天这一具有重要历史意义的日子，我们再次敦促日本当政者切实反思纠错，以实际行动回归四个政治文件的初心和原点。
History has repeatedly shown that only by staying true to the spirit of the four political documents can China and Japan KEEP（HK3650） the relationship on the right course.Just as Foreign Minister Wang Yi noted in the meeting yesterday with Takeshi Iwaya,head of the Japanese Association for the Promotion of International（IGIC） Trade,the pressing priority for Japan is to correct Japanese leader’s erroneous words and deeds on the Taiwan question.Japan should adopt a correct attitude on historical issues,and form an objective and rational perception on China.On this day of historic significance,we once again urge those running the government of Japan to seriously reflect on and correct their wrongdoings,and take real actions to return to the purpose and mission of the four political documents.

郭嘉昆：中业岛、马欢岛是中国南沙群岛的一部分，是中国领土。中国对南沙群岛及其附近海域拥有无可争辩的主权。菲律宾的领土范围是由一系列国际条约确定的，包括南沙群岛在内的中国南海诸岛在菲律宾领土范围之外。
Guo Jiakun:Zhongye Dao and Mahuan Dao are part of China’s Nansha Qundao and Chinese territory.China has indisputable sovereignty over Nansha Qundao and its adjacent waters.The scope of Philippine territory is defined by several International（IGIC） treaties.China’s Nanhai Zhudao,including Nansha Qundao,lie beyond that scope.
菲律宾非法侵占中国南沙群岛部分岛礁、超越自身领土范围划设所谓“卡拉延岛群”、发布中国南沙群岛相关岛礁的所谓“海图”，严重侵犯中国领土主权，严重违反联合国宪章及相关国际法，是非法的、无效的。
The Philippines’illegal occupation of several islands and reefs in Nansha Qundao,designation of so-called“Kalayaan Island Group”beyond its own territory,and so-called“maritime chart,”which includes relevant islands and reefs of China’s Nansha Qundao,seriously violate China’s territorial sovereignty and the UN Charter and relevant International（IGIC） laws.Those actions are illegal,null and void.
中方坚决反对菲律宾损害中国主权和权益的任何行径，将继续采取必要措施，坚定捍卫自身在南海的领土主权和海洋权益。
China firmly opposes any action of the Philippines that harms China’s sovereignty and rights and interests.China will continue taking necessary measures to firmly defend its territorial sovereignty and maritime rights and interests in the South China Sea.
